The most common reason MOC is rejected is that your profile is incomplete. To receive your MOC, confirm your profile is up to date with your board certification information. After logging in, go to My account (https://www.shmlearningportal.org/user), select EDIT then Profile tabs, and complete your Board Certification information and Date of Birth.
